Job Purpose:

To support the effective operation of the IYD Supply Chain Department by coordinating all local, national, and international procurement, ensuring that all procurement is conducted in accordance with IYD procurement policies and procedures, relevant donor requirements, and in the spirit of obtaining best Value for Money (VFM).

Key Responsibilities:
    • Responsible for coordinating and completing all procurement activities conducted in the field offices in NWS.
    • For procurement under his/her direct responsibility, check that 100% of the documentation.
    • Ensure that all procurement procedures are effectively followed in compliance with the IYD Procurement Manual and relevant donor requirements.
    • Manage procurement staff, distributing tasks according to specialist areas, monitoring performance, and providing ongoing training in roles and procedures.
    • Prepare a Bi-weekly Procurement Report.
    • Contribute to Donor Reports as needed.
    • Organize regular local market surveys and ensure the Vendor Roster and other supplier information are kept up-to-date and referenced during the procurement process;
    • Experience working with USG donors, particularly USAID, and familiarity with its rules and regulations
    • Ensure that procurement is integrated into overall program planning; when new budgets are being proposed, provide information on supply costs, transport costs, delivery times, and any related customs issues, ensuring that adequate resources are available for realistic budgeting,
    • Assist Programmed Coordinators in developing procurement plans and monitor spending vs budget.
    • Participate in program Management Meetings, ensuring full update/information on Procurement for each grant.
    • Liaise closely with the procurement team to ensure that the IYD PR Tracking sheet is updated daily and that the report is available to all budget holders on an ongoing basis.
    • Ensure that the PRs tracking sheet captures all relevant information and dates;
    • Ensure that all comments on delays in procurement, special procurement requirements, or other relevant information are updated on the PRs tracking sheet on a daily basis;
    • Check Payment Orders and ensure attached procurement files are complete and correct, and have the relevant signatures before they are submitted to the finance department for payment.
    • Carry out any other related duties as might be reasonably requested by the Supervisor.
Note: The above-mentioned key responsibilities/accountabilities are illustrative ones. Other future responsibilities/accountabilities may be assigned to the job depending on the department’s organizational chart.
Qualification (Education – Work Experience):
Essential:
    • Bachelor’s Degree in business administration, public administration, engineering, law, or another relevant field.
    • Advanced level in English and Arabic.
Desirable:
    • Master’s degree in business development, marketing, or any other related field is preferable
    • 2-5-year experience of progressive experience in grants management, partnership, and proposal development in international relief or development programs.
    • Native-like level of both English, Arabic, and a good level of Turkish.

    • Excellent writing skills in English at a native-speaker level and demonstrated ability to write and edit reports and proposals under tight deadlines.
